In compliance with Illinois School Code and a Resolution passed by the Board of Education of the City of Chicago on September 26, 2001, a leave of absence shall be granted to all officers and employees of the Chicago Public Schools who, as current members of Reserve components of the Armed Forces of the United States, are called to active duty by Executive Order of the Commander-in-Chief of the Armed Forces.

For the duration of such leaves of absence, officers and employees will be paid the
difference, if any, between the amount of the officers’ or employees’ daily basic CPS salaries and the compensation paid such officers or employees for the performance of their military duty.

• All applications for such leaves must be accompanied by the official military orders to report to active duty.

• A pay voucher or a statement signed by the commanding officer substantiating the amount of compensation received for military duty must accompany the application.
If, for any reason, it is not possible to submit official military orders or pay vouchers with application, said orders and pay vouchers must be submitted to the Employee Services Unit of Human Resources as soon as possible (320 N. Elizabeth, First Floor, Chicago, IL 60607.

Employee Benefits

For up to 18 months from the start date of a leave for active medical duty, medical and dental coverage will continue for employees on such leaves (and their covered dependents) who are enrolled in CPS group healthcare programs.

Life insurance coverage will be extended for up to twelve (12) months and long-term disability coverage will be extended up to three (3) months from the start date of leaves for active military service.

Employees will not be required to pay medical premiums during the terms of military leaves. Payment coupons for Optional Life, Personal Accident, and Long-term Disability premiums will be sent to the homes of employees on military leaves on a bi-weekly basis. Premiums and voluntary benefit contributions will not be deducted from payroll checks.

Upon return to active employment with the CPS, employees whose active military leave extended beyond the established time limits for coverage will have such coverage immediately reinstated.

The TELACU Education Foundation was established in 1983 to address the crisis-level dropout rates of Latino college students. Early on, TELACU discovered that while financial assistance is vital to achieving academic success, impacting other key factors is equally or more important. Students who are first in their families ever to attend college lack the preparation and support system they need to realize their dream of a college degree. Socioeconomic factors of family responsibility, cultural identity, and financial stress create seemingly insurmountable challenges to academic life.

The Foundation accepted this challenge head on, combining important financial assistance with highly effective programs that ensure academic success. Each year, we provide scholarships to 600 Latino college students in California, Illinois, Texas and New York. Placing math and science teachers in Chicago Public Schools
The Robert Noyce Teacher Scholarship program at Illinois State University seeks to encourage talented science, technology, engineering, and mathematics (STEM) majors and professionals to become K-12 mathematics and science teachers in the Chicago Public Schools.

The program will provide stipends and scholarships for 40 candidates enrolled in the Mathematics, Biological Sciences, and Chemistry Teacher Education programs. The award will cover the last two years of pre-service teacher education at Illinois State University making it ideal for current Illinois State students, community college transfers, and career-changing professionals.

The NSF award will provide a minimum of $10,000 per year. In addition, Illinois State University will waive tuition and most fees. Illinois State will also provide a $5,000 stipend for students who hold a Bachelor's degree in Mathematics, Biology, or Chemistry and are changing their careers to become teachers.

In return, recipients will commit to teach for at least two years in a Chicago Public School (CPS) upon successful completion of their teacher certification through Illinois State University.

Teacher Education Online
The Teacher Education Program has an online component for those who wish to become certified teachers or add endorsements to their certificates but prefer the flexibility of online learning. Currently, the program has course work leading only to secondary mathematics certification or endorsement. Illinois certified teachers seeking an endorsement should obtain a deficiency letter prior to beginning course work. The course work and other requirements of this program are primarily the same as the on campus programs, but courses are taught almost completely online. Each course requires two semester visits to campus. Please see Teacher Education Program Online for further information.
Subsequent Certificates
Illinois teachers may earn additional / subsequent certificates in Elementary Education or Secondary English, mathematics, social studies (designations in history, political science, or sociology / anthropology) or science (designations in biology or chemistry) through the Teacher Education Program at the University of Illinois at Springfield. Teachers interested in subsequent certificates should consult the information and contact Dr. Allan Cook, certification officer for the Council on Professional Education at UIS.

TEP ONLINE
Online certification coursework is a great way to begin, change, or further a career without the commitment of being on campus regularly. Participants can complete a bachelor’s degree, earn an Illinois Teaching Certificate or subsequent endorsement, or earn credits towards professional development.
Unlike courses that are delivered entirely online, teacher education courses are a blended learning format. These courses require participants attend on campus conferences each semester. During these on campus conferences, faculty members will evaluate students according to their knowledge, skills, and dispositions for teaching (required by the Illinois State Board of Education and the National Council of Accreditation for Teacher Education). Other activities during the on campus conferences may include student presentations and other demonstrations of teaching ability.
The same teacher education program admission requirements apply to all online courses except for those participants earning credits for professional development.
As of March 2006, UIS can only certify in Secondary and Middle School Mathematics Online. (Our On Campus program can certify in many more areas.

It happens every summer: School districts race to recruit new teachers for tough-to-fill positions, hoping to start the school year with a full faculty roster.
As the 2008-09 term draws nearer, principals will turn to subject-matter experts who haven’t arrived at teaching by the usual route. It’s the perfect opportunity for transitioning service members — if you’re getting out now — to go directly from the military to a career in the classroom.
Troops to Teachers calls it the “seasonal nature of hiring.” This federal program, run jointly by the Defense and Education departments, points out that most of its teachers are hired in late summer because that’s when districts look beyond their usual sources for new teachers.
That’s especially true in hard-to-staff rural and inner-city schools, and for hard-to-fill jobs in math, science, special education and high school teaching.
One provision of the federal No Child Left Behind Act enacted in 2002 could give you an added edge: The law says “highly qualified” teachers, particularly at the high school level, should hold degrees in the subjects they teach — rather than in education itself.
Get started now
Begin your teaching job hunt by figuring out which state you want to teach in and evaluating which subjects you’d qualify for, Troops to Teachers recommends. (That bachelor’s degree in psychology could be more valuable than you think.)
Next, look up the state’s certification requirements and alternative certification programs and enroll if you can, said Rob Weil, deputy director of educational issues for the American Federation of Teachers, a 1.4 million-member teachers’ union.
Most states give aspiring teachers more than one route to certification, Weil said.
“It’s really important to get ahead of the curve because when you do interview with the school district, they’re going to ask questions about where you are in the pipeline,” Weil said. “They’re going to assume that if you’re really interested in teaching, you’ll have done this homework.”
Apply as early as possible to every district where you’re willing to work. Personnel offices can offer advice on the best way to get your résumé to the appropriate principal. Troops to Teachers suggests checking the districts’ Web sites frequently during the summer for new postings.
The truth about certification
No Child Left Behind says a “highly qualified” teacher either is certified or holds a bachelor’s or better in the appropriate subject area and is actively pursuing certification.
Your likelihood of being hired without being certified depends on the school and on the principal doing the hiring, said Larry Speta, a Marine Corps retiree, former F-18 maintenance chief and middle school math teacher at Southside Community School in Tucson, Ariz.
Because it’s a charter school, Speta’s school is exempt from the federal law’s certification provision. Charter schools are publicly funded schools that are freed from certain of what their founders — often teachers and parents — consider legal restrictions.
Those rules are eased in exchange for greater accountability in areas set forth under the schools’ charters. Southside’s administrators still want teachers to be certified, Speta said, but the school isn’t at risk of losing federal funds if they’re not.
Not being certified didn’t stop Dave Parsons from teaching middle school science in New Jersey. A retired Air Force lieutenant colonel and C-130 pilot, Parsons now teaches at Winslow Township Middle School in Atco, N.J. It’s his second teaching job in as many years.
Parsons’ military education had a lot to do with the subjects he initially qualified to teach. A bachelor’s in psychology earned him the basic qualifications to teach high school psychology and middle school science. He qualified to teach middle school and high school social studies thanks to further studies at Naval Postgraduate School, Marine Corps Command and Staff College and the School of Advanced Warfighting.
He started teaching first and got certified later under New Jersey’s Alternate Route Certification.
Naudia Lee, a retired Army staff sergeant, taught for the past year under a probationary certificate while pursuing her Texas teacher certification through ACT San Antonio, an alternative certification program for “highly qualified” individuals.
She received her certification in June after completing the program that included a month of coursework, subject- and teacher-specific exams and the year of teaching that counted as an internship. Now, the former pharmacy tech and instructor teaches elementary special education at Shekinah Radiance Academy in San Antonio.
Real-world experience
There’s no question that experience from your military career will make a difference in the classroom, said Eric Combs, assistant principal of Sidney High School in Sidney, Ohio, because there’s more to being a teacher than just teaching.
“You have to understand what a teacher’s job is nowadays,” Combs said. “Now because of everything we’ve taken on in public education, you really have to be multi-tasking all the time.” Teachers often are called on do the work of guidance counselors, security officers and nutritionists, Combs said.
“Most people in the military know how to work in an austere environment and a hostile environment and to be project-oriented and to get the task done,” Combs said. “A very young person hasn’t had that experience put upon them.”
Combs retired from the Air Force in 2000 and began teaching drill and ceremony, military history, survival and teamwork to Air Force Junior ROTC students at Fairborn High School near Wright-Patterson Air Force Base, Ohio, about a year later. He earned his master’s in education and teaching certification concurrently from the University of Dayton and graduated in 2005.
He was named Ohio Teacher of the Year in 2006.
“I think the people from the military that have the skills in math, science, social studies and athletics can do wonders with our kids because they’ve been out in the real world,” said William Howey, a 32-year Marine Corps veteran and retired high school history and government teacher.
Howey writes about his civilian teaching career in his new book, “Hard Knocks and Straight Talk: From the Jungles of Vietnam to the American Classroom.” He encourages more people like Speta, Parsons, Lee and Combs to consider teaching as their second career.
“They can give these kids so much,” Howey said.

Western Governors University Troops To Teachers Supplemental Scholarship

Western Governors University is pleased to offer the Troops To Teachers Supplemental Scholarship. These scholarships are designed to help active-duty military and Veterans become teachers through an online program leading to certification. These scholarships are in addition to the regular Troops To Teachers stipends available to qualified individuals.
Multiple scholarships will be awarded. Scholarships will be awarded based upon a candidate’s academic record, readiness for online study, and current competency, plus other considerations. See eligibility requirements below.
The scholarship is valued up to $1,500. The scholarship will be credited to your account at the rate of $300 per six-month term. Although WGU's competency-based model allows students to complete the requirements of a graduate program in less than two and a half years, the scholarship awards are based on a reasonable experience of five six-month terms to complete your program. Scholarship funds are provided through WGU and are a non-guaranteed supplement to the official Troops to Teachers stipend.

Hello Veterans, Soldiers, Sailors, Marines, Airmen and families. My name is Emily Siefken. I am advising with Troops To Teachers in Illinois. I hope that this is the first of many useful posts for potential participants.

Thanks for your interest in transitioning to teach with help from the Troops to Teachers program. Teaching in public schools is a profession highly compatible with the experience veterans receive in the military. Students follow a lesson plan, and with the guidance of a professional leader and role model, can exceed their subject area standards. Troops to Teachers is not a certification program or a placement service, but sending in your registration form today can possibly link you to the advisement, resources, and financial assistance helpful to becoming a teacher. Let us help.

The Illinois Troops to Teachers Program can help eligible veterans with at least 6 years of honorable service transition from a military service background to K-12 public school teaching. The Illinois Troops to Teachers office provides:

· Educational and teaching career advisement
· Information resources for earning state teacher certification
· Access to mentors, and our educators job-referral website
· Preparation for and referral to employment as an Illinois public school teacher

Illinois Troops to Teachers can also provide financial assistance of $5000 to eligible veterans enrolled in a certification program or a bonus of up to $10,000 for teachers who serve a 3 year commitment in any high-needs school across the state. Financial benefits are available to veterans in the following categories:

· Retired Active Duty, Reserve, or National Guard (or within one year of retirement)
· Separated for physical disability on or after Jan. 8, 2002 and register no later than 4 years after separation
· Currently serving in Reserves with 10+ years of service and commit to serving an additional 3 years
· Have served six years on active duty and transition into the Reserve or National Guard for three years on or after Jan. 8, 2002 and within four years of separation

To teach a vocational, technical or career area in Illinois, veterans must have 60 semester hours from a recognized teacher education institution and 2000 hours of documented work experience in the skill area to be taught. In rare cases, school districts can hire vocational skill or career education teachers who don’t have education credit hours, but instead have 8000 hours of documented work experience in a skill area. The following are examples of vocational, technical or career skill areas:

· Automotive Bodywork/Technology
· Building Trades
· Criminal Justice
· Family & Consumer Sciences
· Health Occupations

To teach in an academic or subject matter area in Illinois, veterans need to complete an Illinois Approved Teacher Preparation Program, usually offered through colleges and universities. The Troops to Teachers program requires veterans have a bachelor’s degree before entering the program to teach in an academic or subject matter area. The following are examples of academic or subject matter areas:

· Math
· Science
· Special Education
· Physical Education
· Social Studies

Just print it out, fill it out, and include the additional documents requested and mail it to the national office, in Pensacola, FL. This is the national headquarters of education support for the military. Pensacola will notify you with a letter when they receive your application. Then we can begin working with you to find a teacher preparation program, or complete Illinois State certification requirements in a manner that’s most convenient for you.
